#Clarification on General Toxicity

Evening all,

I'm a firm believer in sportsmanship and have a pretty high respect for the game, ranked or not. So when people disrespect the game via lack of effort, toxicity, or other means, it's nice that 6mans has a report system to handle those cases and maintain the competitive integrity of matches.

That being said, a recent report came back saying that the player I reported did not say enough to warrant a mute.

I'm totally fine with that ruling, but I'd like to not report people if it's unwarranted. So I'm hoping to get some clarification on what DOES break the rule on general toxicity.

Here's my current understanding:
Section 2.1.1 Detailed Penalty Index
General Toxicity is clearly defined as: "Personally attacking others."

So another player said I "clearly have a mental disorder" and then continues to say I'm trash, terrible, etc. etc. then another player joins in and says I am "fucking dogshit"

This seems to me like a very blatant personal attack. Especially as I've never played with nor spoken to either of these people.

Yet despite this, it was apparently not enough to warrant a mute. I don't really care whether the guy is muted or not, but what happened was 100% a personal attack.

So the rules say all personal attacks violate the rules. But according to the moderator handling my case, some personal attacks do not violate the rules.

What are the exceptions, where is the line drawn?

It takes time to file a report, time that both myself and whoever handles the case could be using doing other things. Some clarity here would be nice as it seems the rulebook does not accurately address certain rules. Thank you
