Anki's built-in TTS relies on the OS to provide the TTS voices. As far as I know, consistency across platforms isn't possible, and I'm not aware of any way to get around that with a 3rd-party TTS.
The main way to get the same voice(s) on all devices, and be able to study offline is using HyperTTS to generate collection/batch audio files in advance.
