I've been facing a recurring issue where cards I've already learned still randomly appear as new ones after some time. As a result, half of the new card stack consists of cards I've already learned.

That might be the issue. Do you make sure to sync before and after your review session? Anki Desktop by default syncs on startup and closing, I'd assume that any mobile versions sync manually by default.

Depends on what you mean by "edit a card", as that's not a thing.
You can edit the note. That's where the fields are. Editing a note affects all cards made from it.
And you can edit the card template that's used to generate the HTML for the card. Changing the template affects all cards of that type.
