Interesting, the "Investment Bank (Deposit Dukes)" uses the block upgrade mechanic via "Dukes Tokens" to work and that must be a game-engine issue for using a non-building tool for a "repair action"

This seems like a very low priority bug to focus on. When has anyone ever put an investment bank next to a block that they don't want to upgrade just yet, but they do have the materials for it; and then accidentally moved their mouse towards the block while right clicking to insert dukes into the investment bank lol
