Secondly, I don't really care about the people because it is a very tiny detail.
Thirdly, my largest problem, it has the trademark of the creator at the top. Not a city name or anything but "Dong in cheo08" doesn't look good in a city and especially if it is in the outer downtown area. The roof also could use gradients

This tower is a fictional one made by the author i think
They look nothing like the real dc tower
so its prolly short for Dongincheo tower
that may explain the logo

I'm not opposed to buildings with a lot of lights, or monochrome ones but there aren't a lot of details or textures to make this building fit with the game's style IMO.
