Unknown Red text in a new feature screen. Restore City

So there's this new button where it looks like a medical bag 💼, I haven't been online for a few months now so this is the first time I saw this button. However, whenever I check it, there's these red "attempt" something-something weird text going on and I have no idea what it means, it's also cut/glitched at the end of the sentence since it's too long for the UI to view. What does it mean and what does it do?
