Why is my commercial zone so poor. I built it with Residential at the same time but the latter takes less time to develope.

Did you meet the demands?
probably, maybe there are some demands less visible (than like happiness) that i didn't meet

Press the bar chart icon on the left hand side of the screen to see demands (it appears similar to the top left box in the image below)
If the bar is above the line, it indicates that people want to move in and therefore, you should provide more of that zone.
If the bar is **below **the line, it indicates that you should provide services and other requirements. You can see what services each zone type requires at each wealth level in the image below.
In sandbox mode, you can manipulate demands to an extent. If you go to the demands chart, the + and - symbol allows you to inflate or deflate the demand. Having the line maxxed out does automatically mean people would move in. You would still need to provide the services in the image to increase the population.
Given that needs are met, the height of the line indicates how fast people will move in.

does the bench in the image means park or nature, if park, then I've already meet all of the demands in the image.
Park, but what is important to keep in mind is that each wealth level needs the ones above it and below it to work
So having poor areas isn't a bad thing
