was the traffic ai logic changed lately?

i'm not sure if this works as intended or not, so i'm gonna tag this as a question but it seems to me that the trucks just kinda gave up and only roam around the industrial buildings instead of going to the cities to deliver goods like i remember it was before. cars also might have also given up and just ride around their residential areas in very limited amounts. i've noticed this because the highways connecting settlements and industrial areas in my city are basically empty except of some trucks going to the city to turn around on the first junction and go back to the industrial area.
