Is there a way to have the same cities and plugins across two seperate devices? I'd prefer if i didn't have to re-download all the plugins i have on my other device.

Since version 1.8.45, there's an online mode in TheoTown. You can access it by going to region view and pressing the "Online regions" button. There you can play on free regions or access the locked ones with a password.
How do I upload my own region?
You can upload your own region by going to region view > whichever region you would like to upload, press the '≡' button in the bottom left. Choose "Upload Region". Note: Uploading a region costs diamonds on mobile and region coins on the steam version!
Can I play on the same city as someone else?
No. You can play in the same region but two players cannot simultaneously play on the same city.
What are region coins and how do I get them?
Regions coins are utilized for uploading regions on the steam version. You can earn 65 region coins every 24 hours by logging in and playing for at least 5 minutes.
How does the game calculate the price of uploading a region?
Currently, the region upload price is calculated as max{ 100, 2 * cityCount, 4 * regionArea }. Locking the region using a password doubles the price. The numbers in the formula may be subject to change.
