So I was making a new region and one of those region got an ocean, cause I wanna make a thriving harbor/seaside city, I choose it that to build but there's an ice layer on it that would not melt no matter what I do, I've tried disaster options and the like even tweaking the setting (turning off the winter setting) and the ice is still covering my ocean. I need to destroy them manually to get rid of them. Pls help me solve this problem.
