Does neighborhood commercial really doesn't work in online mode?

I played online mode with my friend and for no reason it show "no data to show" And it dissapointed us, we even already have a connection for electricity transfer. Also if neighborhood commercial didn't work, what the reason behind it? I mean the purpose of it is to do trade and it would've been more useful when in online mode
