Hello, my city has 185,000 people and a high demand for housing, so I'm building houses, factories, and industries, but the population isn't increasing despite the houses filling up, etc. Please help me. It's just in one city.

I added a lot of residential areas, literally almost a quarter of the city. I did it using the bug, and you get basic and optional services at 87 Happiness because of the 7% tax rate.
