Take the file, move it to the new region folder and rename the city with the correct coordinates
Is there a specific way to do it? Like how to determine the coordinates? By the way, I play on PC
start counting from bottom left which is 0_0 and then add 1 forevery small square you move across. Experiment a little :)

0_0 is the name of the city file in my new region. Should I change my 7_4 file to 0_0?
nope, you can keep it as it is and see where it places the map
I dont think 7_4 is the right coordinates but it will give you a rough idea
I think so too because after I entered the city in this region I didn't find any buildings

How do I stop my desired area from floating? I've tried changing x and y but my area still floats.

okay so your existing map is 8x8 so you can place your new map anywhere that is greater than 8 on either axis
