Even if you meet all the demand the population will grow slowly
But if you want it to grow fast, you need to do the following steps-
1.Meet all the demand first
2.Then build poor level building
3.Then again build medium level building
3. After that build rich level building
Note.The buildings must include residential,commercial and industrial.
