So I wanted to do like a city center and made a Commercial Dense zone and changed the demands to the demands on the attached image, what happens is that even with that demands the buildings that appear on that zone are "T"/poor ones, but I want medium and rich ones.
Is it a game glitch or am I making some type of mistake?

Inflating demands does not cause growth, you have to follow the natural demand curves
