I do believe we currently only have it as a plugin and not as a feature
and i personally wouldnt trust all plugin creators, maybe trusted plugin creators, though Im not sure what relevance it would have to them

the point is that you'll get 90% low effort maps that are just flat land spammed with the most expensive buildings that exist

and moderating maps based on quality like plugin store plugins would just be hell

besides, the scenario tool isn't that powerful on its own, it's pretty much only useful if you create a lua plugin specifically for said scenario
