i have placed all supplies and also have gotten uber mode however there are no residents that will move in
there is also a problem where only the education remains at 50% happiness even though all others are at 100% which makes the overall happiness also 50%

i have no idea how it works but i have to place a low income residential first

Resodents from my experience move in from T and then upgrade to TT and TTT

Maybe that's how the game work, it's encourage your city to grow bit by bit. That's also how cities in real life work, everything have a start you know, from "zero to hero" kind of thing
