Vehicles Entering a street that isn't connected to the main road

Is this a bug on the AI or intentional? Because I saw some vehicles enter a street despite it's being disconnected.

It happens to me too, it could be an intentional function, or it could be a bug as well, I prefer to treat it as a function.
