Hello, I'm an active player that has transferred cities troughout many cellphones. My last issue is that I can not delete the surroundings cities of my main city and neither the main city. Down here I leave a video showing a new region with the region where I'm working on.

Transferring city/region files does that, including online downloaded owned regions. The reason is the "origin" files no longer exist, meaning the default untouched lands can't be recovered anymore.

That's correct. The reset feature for custom regions requires you to have the original city files.

But the regions is a built-in region from the original game files, I didn't create it, it came with the game
