I 100% agree with this, i think the new update is less of a "balance" and just takes away the quality of life function that those plugins served. You can't make beautifully detailed cities with an elementary school on every block.

sadly this is a thing that happens with almost all city simulators. Look to SimCity, like, there you should have an fire department on every block

just because other games have their downside that this game can have the exact same downside too

in fact this downside could have partically solved with plugins before they decided to limit it

i see this as a very bad decision, hope to see them revert it in future updates
