I know this is a stupid question, but at the start of my first City building online, I tried to build all the DSA Agency buildings first and the ICBM to generate 75k income in my city's early days. The CEO will always ask if i could allow him to build his house somewhere in my city and of course i always allow him. In my experience building cities offline he always builds somewhere in the city's dense residential zones, but i didn't use any zoning in my online city and built the majority of the buildings manually. A few weeks passed and I almost completely forgot about him, so i tried to place zoned dense residentials in the hopes he'd start building his house there... But he never did, even if i fast forward and afk'd for more than an hour in my city... Is there still a chance for him to build his house or did i messed it up...
Or are there any command prompts to manually spawn his house? I really wanted him in my city...

If you let him build one, he will, provided one can be built, following regular residential demand.

He always notifies whenever he builds it, and since his house produces culture, it should be easily spotted whenever i click on any culture buildings. But this is the first time i experienced him not building his house... The first time i stopped using zones

Even tho his house is buried under the height of other buildings, by looking at culture influence i can easily spot it

I really liked his unique house, although I've been practicing with manually building my city, the downside of not using zones is this. I know it's really not necessarily needed to always have him in each city I make, but it's more of a personal satisfaction to have his house spawned.
