TheoTown files are located under such directories:

Windows: C:\Users(insert username)\TheoTown or %USERPROFILE%\TheoTown
Linux: ~/TheoTown
MacOS: /user/TheoTown
Android: /storage/emulated/0/Android/data/info.flowersoft.theotown.theotown/files
By default you should be in /storage/emulated/0/. Uninstalling the game on Android will delete all files, unless you decide to keep the files when prompted by uninstaller. (android 11 onwards restricts access to external storage for apps, so if the files cannot be accessed this way, opt for the in-build manager explained below)
ios: Search "TheoTown" in the file manager app

If you cannot access game files through these directories, game has an in-built file manager for mobile devices which is accessible from the region view menu.

You can find your plugin, music, region and city files there as well as logs for debugging purposes.

Which part specifically do you need help with?

Locating the files on Android;
Exporting the files from within the game;
Transporting files from Android to PC;
Dropping the exported files in the correct location on PC.

Exporting

You'd need to click the Actions hamburger menu on the folder you'd like exported and select Export.
Doing so will open a system file explorer menu asking you to select a folder. I recommend creating a new TheoTown folder.
Navigate inside TheoTown folder and create a new folder identical in name to the one you are trying to export.
Click Use this folder and the game will copy over the contents of the game folder to your specified destination.

Assuming we want to export maps, plugins and regions, our newly created folder structure should look something like:

/storage/emulated/0/TheoTown/maps/
/storage/emulated/0/TheoTown/plugins/
/storage/emulated/0/TheoTown/regions/

Then you can move those files to your other device via variety of means, including just transferring them over USB cable.

On PC, those files should be placed in your home folder and look something like:

C:\Users\JustAnyone\TheoTown\maps\
C:\Users\JustAnyone\TheoTown\plugins\
C:\Users\JustAnyone\TheoTown\regions\

Where JustAnyone is your Windows account username.

That looks like the folder of a region called Europa_, it would have to be moved to C:\Users\YOUR USERNAME\TheoTown\regions\Europa_

If you don't install the plugins and enter the region, buildings and items from those plugins will disappear.
