The ferry boat would be the cheapest and most effective way to cross the river in a city that’s still being built. Building bridges early on is very expensive, so a more affordable way to get across would be the ferry boat. It would be a smaller model that carries only a few cars and crosses the river slowly, but it would still get the job done.
