Is there a way to copy city data for another new state/city. If so, how? (use translation app)

I mean get data about: roads, electricity, water, houses, services,..., and the location of those things. Then I go create a new STATE (2x2 grid for example), and move the data so that one cell in it is my old city
You sent is just single city, if I click it, it just duplicates to single city
