My population keeps falling????

So basically i had a population of +99K but once i built the DSA it kept dropping?
First it fell to 88K then rose back to 94K and then it fell to 88K and before it reached 90K it fell back again and its now around 83K.
Does it have to do with the DSA? Am i building the zones in the wrong way? It doesnt have to do with happiness because everything is around 90% and 80%...
If anybody has the solution please tell me or my city will become more desertic than the Sahara.
