I have the same problem. I placed two level 3 skyscrapers and both have zero residents. I have high demand for low, medium, and high-density residential zones, but the buildings I place manually don’t fill up. I also placed some level 2 houses, and not a single citizen moves into them. However, there’s no issue with manually placed industrial and commercial buildings. I don’t understand what’s going on

In addition, both criterias have to be met. General demand, and required services influence reaching the place where the building is.
The reason of low interest is shown when the building is clicked.
Sometimes it's easy to fix. Like lack of religion? Just add a small church.
