I have the same problem. I placed two level 3 skyscrapers and both have zero residents. I have high demand for low, medium, and high-density residential zones, but the buildings I place manually don’t fill up. I also placed some level 2 houses, and not a single citizen moves into them. However, there’s no issue with manually placed industrial and commercial buildings. I don’t understand what’s going on

Saying you have the demand doesn't mean that he didn't inflate them to create said demand... if he did that they won't fill regardless lol
