Rain bug?

Something curious happens to me, I don't know if it's an error or what, but basically, on a snowy map, it doesn't snow, but there is rain.

The snow terrain is different from the game's actual winter mode

This is the actual winter mode (as seen by the entire map being fully white)

This one is the snow decal available ingame (only a portion, specifically the part of the map that has the snow decal is white)

You can enable winter mode in the gameplay settings, but do remind you, some plugins don't have winter mode.
