Undo button for decal

Sometimes,undo button for decal doesn't appear when it's clearly i do placed such decal. Then when redoing, it's the same,sometimes it did sometimes it doesn't. Check attachment.

The undo functionality makes sense in regards to whether actual money was spent on the operation. Replacing ground with other ground does not cost money and so it's not tracked as an undo.

Generally in these I wouldn't say it's an issue

It does fall under the excessive formatting rule otherwise
