This is a city building game not a war game...
Cities Skylines is also a city building game (with more complex management than TheoTown) but I've never seen anyone wanting the devs to add actual war mechanics.
If it's boring to you then play another game
TheoTown is a fairly simple city building game there's really no need to add war mechanics in this game. I would also remind you that there are currently 2 devs working on this game and i don't think a military update isn't their top priority or probably won't add or change much.

There is a game called HOI4, you build an army and fight by using cities and transport to increase your gain and conquer countries and develop your cities etc
You could try TC3 on Roblox it’s an RTS you build up your economy by using structures and fight enemies
Or RoN (fake HOI4 on Roblox) essentially the same thing as HOI4 but no transport
