It's only a problem in one part of the city and I've tried creating more trash departments and incinrators but nothing has been working. Garbage will eventually get collected.

OH! I didn't even notice but IDK why there woulf be garbage on the roads. Unless it wasn't be collected to begin with :/

Yeah you should probably check your radius of garage or capacity they might be full
If you want you can send a screenshot of a few things and i can see what the problem is in particular.

It says it's just not being collected and the road garbage was a result of not being collected

I also have a-bunch of small garbage departments from a plugin.

Delete the building and see what happens

I deleted the zones and redid the road layout. I'll see if that does anything as the buildings start to re-grow and see what happens

Could it possibly be too many fast raods like Avenues and One Way roads around?

I put in less dense and lower level building and that seems to be doing the trick I'll keep it updated here
