As for this what do you mean? Like surpassing the inhabitant of X for city level?

Expressing it in german would be easier.
Nevertheless ingame is a citylevel which reaches from 0 to 64 each level up gives you 3 diamonds.
When you are leveling up more level as one put this game idle, e.g. letting it open over night and going from city level 23 to 30 one gets only 3 diamonds instead of 21.
The rewards message is telling that one receives 3 diamonds, if it is rewarded correctly i did not checked it yet.

Diamonds not stacking when receiving multiple ranks at once is a bug. The timing is not a bug, but I consider to make the behavior consistent in the future.
