I don't see a purpose to this. In many places, cell towers are built into already existing buildings. Things like office buildings, some churches, and other tall buildings have spaces for these services.

The scale of the game doesn't really lend itself to having this type of thing anyway. A tile is the smallest you can go (unless fences could somehow have a service range, now that would be interesting), but dedicating an entire tile for another repeatable building that just takes up space is honestly not needed.
