I don’t understand why commercial buildings are building in the zone. Someone pls help

Other than power, water, fire, police
Here are the basic needs of different buildings:

Residential
: health
: health + park + low education
health + park + sport + low education + high education

Commercial
: (none extra)
: park
: park + sport

Industrial
& : (none extra)
: park

I don’t need any needs besides like power and water

Well you have barely any commercial demand so no commercial is likely to be built
