After some research,it turned out that it's really hacked.

Hey, it seems that the Amazon Appstore is messing the the game's files which results in this detection. I pushed another update to the Appstore that hopefully arrives within the next hours. Once you got it (1.12.06) please report back if it solves the issue. For your already broken cities I can fix them manually if you send them to me via lobby@theotown.com
