Rubbish not being picked up by landfill trucks

Why won't my landfill pick up the trash on the ground from a fire that burnt down a building. Does anyone know what I can do to fix it?

thats scraps, you need to use the bulldozer tool for that

garbage trucks only clean up the stuff on the roads, in fact they're a great tool for it (dont flood ur airport w/ them like i did once) but i have to use the regular remove tool for that
