I can't put a emergency services call onto a military base even if i removed the entire zone,the call would be deactivated even if i connected normal road to it.

that's weird.. I have two suggestions for ya

- Place a big fire station. Just make sure the green simply covers the building and you're good

- Uber mode. You can purchase Uber mode (with diamonds) which will disable the need for services, education, parks, roads and yeah

- Doesn't really apply to your city since your happiness is 100 percent, but make sure people are happy because if not, they'll riot and set things on fire. usually if it's what causes them not to be happy
Because that has happened to me before, but i just let it burn, then built a bigger fire station. you could also try restarting your game to maybe fix any cache issues
