Population stagnating...?

Not entirely sure how but ever since i took away a few plugins from my game, my population just dropped and wasnt growing at all, I tried making new zones and yes they are building infrastructure but they aren't upgrading at all

by stagnating i dont mean that its entirely frozen i mean its fluctuating but really slowly, like 1 person every now and then

Based on demands, build more houses and commercials. If you're using zones, it's very possible the zones are just upgrading which can cause population to fluctuate

what im getting from here is that im gonna have to build them manually from now on

No... you just need to follow the demands

And what she means is that as building upgrade they make impact your demands
