not exactly, some people remove them because they might not want it in a specific city or it might not be working. Also, if you uninstall the game, thats where the data is stored so you can redownload. Also also, some people dont have space for plugins so they might want to cycle
its an option to have and i dont know why deleted plugins bother you lol, its not like it shows up in your face
