Good day I am currently playing and noticed that my commercial will always build the level 2 buildings even if there are no residents, even if there are residents and demand in level 1 and 3 it will not build them and I put all my level 2 building to 20 percent tax but the commercial keeps having a demand even if there is no workers. How do I lessen the demand for level 2 building?, because I will have a 100k commercial lvl 2 and industrial lvl 2 even there are only around 30k of my residential lvl2.
