i can't get the electric from other city

hi, real noob in this game, and i got some few questions
I bought a electricion pack? (idk the name precisely) recently for using it ot transport electric to other city.
However, even if i made the high voltage elec line and transformer to both of the city and set the transport for the electric, i couldn't get enough elec source and city beeping that electric is not enough in the city.
is there any other pro-player who know the soultion about it, plz freely tell to me. thx!

yes, they have to be the same difficulty, cant connect sandbox to easy for example

I checked the difficultie setting, but both city are at the same difficulty.
So I wonder what is the problem of it rn... maybe the map size? Or smth

Map size doesn't matter.
