So i downloaded the Terminal Exchange plugin and it does not want to bring up the menu necessary for the bus management

terminal exchange plugin is quite funky, you place the terminal, place a bus road from the terminal to any stops you place.

so the bus road is what im missing I presume

yeah the plugin specifically needs a bus road

quite finniky, which is why i dont like it
