Need help, My buttons are not buttoning

So... While building my city (in school). Suddenly. The buttons below the red line isn't working. Idk why. I closed the app, turned on data, and even checked my case if there was anything touching those parts but nope. They're not working somehow

Anything above that red line or in the ref line works. Anything below it just refuses to work
