As you can see when I try to move around my city the game responded extremely slow. Is there a way to fix this? Fyi I am using a surface laptop to play.

Try uninstalling your plugins, seeing if that changes things, show us the debug overlay that can be enabled by toggling a few settings and then accessed from the main menu, provide crash, log and out files found in your TheoTown directory of the home folder.

I uninstalled some plugins and restarted the game
