The context is:
I'm building in a map with the configuration of sandbox + Uber mode. I only want dense residential and dense commercial buildings plus 2 plugins, east coast USA and tenement, to be built. To achieve this I've modified the demands increasing the ones that encourage the desired zones and decreasing the ones I don't want to be built.
The issue is that nothing is being built except when I tried normal residential area that doesn't even have demand.
What should I do?

Couldn't I make a city without industrial buildings? As long as I order that the industrial demand is 0 or negative
