Could be a few different reasons, but mostly likely because the building is made for richer (TTT) residents. Since your city has just started, you don't have richer (TTT) residents living in your city.

If you check your demands, you probably wouldn't even see a demand for richer (TTT) residents, but rather a demand for lower income (T) residents.

I'd just remove the building and let your city grow more before trying to place down buildings that your citizens can't even use yet.

Other than having to meet demands, there are other important needs a building has in order to prevent it from getting abandoned. By the looks of it there isn't a police station nearby
