Tunnel management doesn't work

I built this building before.
After I updated the game to 1.11.74a.
And I trying to make a tunnel again,
It requiring the diamonds.
I reopened the game ,rebuild the building,
But still same.
Offline,online games are still got same problem.
What do I do now?

road management only takes effect in the city it's built

but other than that probably a bug
