No, I guess you mean why does happiness not increase? With 175 people I wouldn't worry too much, try to play calmly.
If you feel that it is a bug, you will have to click the eye and in the last ones there will be Waste Disposal Happiness, and show screenshots of all your buildings with that active.
This way you can identify which building is the problem, or if everyone is happy, try to remove all those Waste Disposal buildings and place just one again, happiness should increase progressively.
