A bug in importing and exporting from one city to another

Uhm, starting with the fact that Neighborhood Commercial should not work in Sandbox mode, I don't know if it's something new. Maybe @warm fjord can help you

As for the problem, I don't think you can export electricity from the producer to non neighboring cities.
