You probably know those short movies of TheoTown on Youtube, where for example they show how a city has evolved throughout the years, and stuff like that. Well in the videos the residents that live in the houses don't require anything, and I mean like water, electricity, and stuff like that. The problem is, when I play TheoTown, I also try to somehow make them not require water, electricity, etc., but they just keep wanting the resources (water, electricity). I want them to not want anything, like in those videos. I've tried the sandbox mode, but it still doesn't work. Then, someone told me you have to use in-game cheats, to make residents not require the resources. And the problem is, I don't know where to enable the cheats. They said it's somewhere in the settings, but there isn't.
Question: where are the cheats?
