if you manually placed them, destroy it and rebuild it
if it was a zone, it usually demolishes and rebuilds automatically but you can restroy it too

that's why i usually do but that's very boring when my city become big because i have a lot of destruction and rebuild to do
each time a problem like that happen some building stay empty and if i have to everytime rebuild 10% of my city i lose a lot of time

one thing you can do is, keep them happy so that they dont leave
